You can get this Nickel Ingot inside a cave with prisoners in Dhustone Quarry in Sciropescire. Destroy the wall blocking the way to open the chest containing the ingot.

You can get this Nickel Ingot behind a boulder in the highpoint west of Dhustone Quarry in Sciropescire. Move the boulder out of the way to loot the chest containing the ingot. Just be careful as two bears are guarding the area.
