You can get this Tungsten Ingot in Aelfwood, located in the west part of Glowecestrescire. Find the Goliath carrying the ingot in the north part of the area. Kill him and loot his body to get the ingot.

Go to a nameless camp northeast from Aelfwood, located in the west part of Glowecestrescire, to get this Tungsten Ingot. You can find it below a tent, inside a locked chest. Get the chest key on a table near it. Unlock the chest using it to get the ingot.
