You can find the World Event in Oxenfordscire, directly west of Buckingham, in England.

A Dog's Rescue Walkthrough

No.	Objectives	Guide
1	Enlarge Speak to the Woman in Distress	Speak to the Woman in Distress kneeling outside her burning house. She asks Eivor to save her dog, Dandelion Puff, who is trapped inside the house.
2	Enlarge Destroy the Straw Door	Destroy the straw door. The entrance is blocked so you need to find another way in.
3	Enlarge Climb Through the Hole in the Wall	Destroy the straw lattice covering a hole in the wall of the house. Climb through the hole to enter the house.
4	Enlarge Move the Blockage	Move the blockage so that you and the dog can exit through the main door.
5	Enlarge Destroy the Straw Wall	Destroy the straw wall where Dandelion Puff is trapped in. Note: Using Odin's Sight highlights the straw wall with a silver hue, making it easier to find within the burning house.
6	Enlarge Follow the Fox Outside	The woman's dog is actually a fox. Follow it outside the burning house and to its ownder.
7	Enlarge Talk to the Woman in Distress	Talk to the Woman in Distress, who is happy that you rescued Dandelion Puff. Eivor reveals that her dog is actually a fox, to which the woman muses that it explains Dandelion Puff's unusual behavior. Before she dies, she asks Eivor to find Dandelion Puff a good home. This ends the World Event.
Optional	Enlarge Walk Away from the Burning House	Dandelion Puff will start following Eivor. Walk away from the burning house until Eivor asks the fox if it wants to stay with them in their settlement. Dandelion Puff will then run towards the direction of Ravensthorpe.
Optional	Enlarge Return to Ravensthorpe	Fast travel to Ravensthorpe and you'll sometimes see Dandelion Puff roaming around the settlement. The fox usually wanders around the woody areas of the settlement, such as near the stables or the burial area on the western side.
