The post-game of Super Mario RPG Remake is unlocked by completing the main story, which requires defeating Smithy, the final boss found in his Weapon World.
After reaching the post-game, revisit the Booster Tower and talk to Booster who will be discussing about his new Engine 023. You can choose to accept or decline this challenge.
Make sure to prepare your party with the best equipment before having a rematch with Booster!

Defeating Engine 023 Booster will have him reward you the Stella 023, a powerful post-game weapon for Geno!
The Booster's Charm, is an accessory that halves damage taken from elemental attacks and modifies the wearer's stats, and previously could only be obtained once in the main story while you are in Booster Tower in the original game if you win the Curtain Minigame.
If you failed the minigame in the main story, you will be able to obtain Booster's Charm when you win in this Booster Rematch fight.

First-turn decisions are crucial in fighting Engine 023 Booster, so it is best to have equipment that you will boost your speed.
This is helpful for members like Bowser, whose Terrorize will protect the whole team early from Booster and his Strong Snifters before they use their strong attacks.
Having the Attack Scarf on Mario will also ensure he will be able to disrupt Booster's work immediately when he faces away. He will able to take the first normal attack, or you can go directly to using Ultra Jump to deal with the Strong Snifters also.
It is best that you use a Triple Move attack as early as you can in the fight since being the first to make a move is important in keeping Booster and minions from retaliating with strong attacks.
Fill up your Action Gauge by defeating enemies prior to the boss fight within the Booster Tower!
How to Fill the Action Gauge Fast

Use Bowser's Terrorize to inflict Fear on the Engine 023 Booster and his Strong Snifsters. Make sure to time its Action Command for more damage!
If the turn starts with Mario or Mallow first, have Mario use normal attacks and Mallow use Snowy.
List of Status Conditions and How to Heal
When they have all been afflicted with Fear, have your team use a Triple Move (Clown Car Barrage when Mario, Bowser, and Mallow are in the active party) to do some big damage!

If Booster's minions are still alive, use multi-target attacks like Mallow's Snowy to exploit Engine 023 Booster's weakness to Ice, and Booster's Mechakoopa Stomp.
Best Special Moves for Each Character
Once the Strong Snifters have been taken out, you can proceed to deal normal attacks to Engine 023 Booster.
The 4-step guide above will at least make it easier for you to deal with Booster before him and his minions can do anything destructive, such as defeating your entire party in one turn with Loco Express 023.
It is recommended to try this strategy since it will minimize any accidents along battle and will make sure that Booster's work progress towards his super attack is not accelerated any further by his minions using Moral Support.
Booster's Loco Express 023 is a devastating attack based on the original Loco Express. This time it is stronger, targets the whole party, and is capable of defeating an entire party in one turn.
The Loco Express 023 can deal up to 9999 damage. To deal with this move, it is best to come prepared with revival specials and items such as Pick Me Ups for your party members on Standby.
This move is dangerous since the Strong Snifters can use Moral Support to reduce the charge time of Boost's Loco Express 023. If not taken care of quickly, your Standby party in a few turns.
If you can immediately take out Booster's minions early, focus on breaking his concentration, since he will use Loco Express 023 if he completes his work. Attack him repeatedly to break his concentration, then shift your focus to the Snifters until his next attempt to work on Loco Express.
You can quickly break Booster's concentration by timing Mario's use of Ultra Jump (appropriate since he is also weak to Jump attacks) on him
Always shift your focus immediately on breaking Booster's concentration when he starts working on Loco Express, since his Snifters will try to accelerate the process with Moral Support.
Take note that while Booster and the Snifters can be silenced from using specials by Peach's Mute, this not prevent Moral Support from being used by his Snifters to accelerate his Loco Express 023!

The Loco Express 023 is Engine 023 Booster's signature unblockable attack the targets the entire active party. This move is charged up first by Booster's 'work' progress, which can be accelerated by his Strong Snifter's Moral Support.
