You can get the Sonic Cymbals from the Trial Course. You have to choose one of six doors and complete the challenge inside it, which is either an action course, battle course, or puzzle course. The Sonic Cymbals is at the end of one of the action courses.
The doors are randomized for every game and you simply have to get lucky to get the course where the Sonic Cymbals are. After you complete a course, though, its door will get marked, so just keep beating other courses until you find where the weapon is.
