The maximum level that characters can reach in the game is 30; after a character reaches level 30, they won't get experience anymore.
You likely won't finish the game by reaching level 30 with any character by playing normally, but you can aim to reach it by repeatedly defeating high-level enemies and using the Exp. Booster accessory.
Whenever a character levels up, you'll be given a choice which stat/stats to boost: their HP, Attack and Defense, or Magic Attack and Magic Defense. One of these choices is the better choice per level; examine which of them gives +3 instead of +1 and choose it if you want to increase your stats efficiently.
Do note that base stats will increase anytime a character levels up and this boost given to you essentially acts as a bonus stat.
Characters can unlock new special moves when they reach certain levels; for example, Mario will gain the ability to use Super Jump when he reaches level 6.
When a character levels up, their HP gets fully restored. Check if a character is about to level up so you don't waste your HP restoration items.
There are no rewards to be earned nor is there a Gold Medal in Play Records when you max out your party's level.
