To get the Lazy Shells, you need to find a couple of items first: the Seed and the Fertilizer. Deliver the items to the gardener Toad in Rose Town to get the Lazy Shell armor and weapon.
The Seed can be acquired by defeating Megasmilax in Bean Valley. After defeating Megasmilax, the Beezo that made it will run away, leaving the Seed behind.
The Fertilizer can only be obtainable after defeating Valentina in Nimbus Land.
You can find the Fertilizer from the Beezo located at the rightmost edge of the town of Nimbus Land. You'll need to walk on the invisible floor in the air to reach the flying Beezo.

After collecting both Seed and Fertilizer, deliver them to the Gardener Toad in Rose Town.
You can find the Gardener Toad's house at the end of the road northeast of Rose Town. You will pass by the town's item shop, so use that building as a landmark.
Talk to the Gardener Toad and give him the Seed and Fertilizer. Climb up the vines that grew from the pot to reach another area.
Jump on the two treasure chests to obtain the Lazy Shell weapon and armor.
