Jagger is fairly simple to beat. The difference between him and the regular Terrapins and Terra Cottas is that he has considerably more HP and can use the Terrapunch special attack.
He fights alone, so deal with him quickly and be economic with your moves since Jinx's battle can follow after.
When Jagger uses the Terrapunch, you can time your blocks with an action command to reduce his special attack's damage.
