You can get the Stella 023 as a reward for defeating Engine 023 Booster in a rematch at the Booster Tower.
Make sure to prepare your party with the best equipment before having a rematch with Booster!
You can only fight Engine 023 Booster once you complete the main story after defeating Smithy, the final boss found at his Weapon World.
