You can only rematch the bosses after clearing the main story of the game. This can be done by defeating the final boss, Smithy, at the Weapon World.
After defeating him, the credits will roll; afterward, you have now unlocked the post-game content.
How to Beat Smithy Final Boss and Rewards
Upon starting the post-game content in Mario's Pad, Toad will come and give you a Stay Voucher. This allows you to stay at the Marrymore Hotel for free.
Proceed to the Marrymore Hotel and sleep there. Geno will notice a bright light at Star Hill and encourage you to go there.
To begin the post-game content of rematching bosses, proceed to the Star Hill area. When you enter the 2nd room in Star Hill, Geno will comment about the pink stars, which contain new wishes: these are the wishes of the bosses that can be rematched.

As soon as you enter the post-game, you can choose to have a rematch with Jinx at Monstro Town. You can find him to initiate the rematch as soon as you have stayed over at the Marrymore Hotel using the Stay Voucher given in the post-game.
This fight is optional and you can proceed with other post-game bosses if you wish. Winning this fight will reward you with the Teamwork Band, an accessory that boosts how much you fill your Action Gauge.

Geno will mention the Frog Sage, so proceed to talk to him at the Tadpole Pond. Frog Sage will mention that Belome is up to his old tricks again.
You'll be repeating this step a lot; after defeating the boss that he mentioned, he'll then mention another boss the next time you visit, until you defeated all the boss rematches and have become Mario Sage.
The first rematch is with Belome, who is back at his location in Land's End; he's very grumpy because of his scratchy throat. Defeat him in his powered-up form, Scratchy-Throat Belome, to get the Sage Stick, a weapon that can be equipped by Mallow.
Return to the Frog Sage to find out who the next boss that can be rematched is.

When defeated, he'll take Bowser's Chain Chomp and level it up to the Wonder Chomp.

Return to the Frog Sage to find out who the next boss that can be rematched is.
Booster Rematch: How to Beat and Unlock
The next bosses that can be rematched are Bundt and Raspberry, who are back at their location in Marrymore. Defeat them in their powered up forms, Extra-Fancy Bundt and Extra-Fancy Raspberry, to receive the Enduring Brooch, an accessory for Peach.

Bundt & Raspberry Rematch: How to Beat and Unlock
You can not progress to the next boss rematch if you still haven't defeated Culex, the powerful secret boss. Culex is not a post-game exclusive boss, but he is a secret boss that you can easily miss.
To fight him, you need to buy Fireworks from the mole selling it in Moleville, exchange the Fireworks for a Shiny Stone in the hiding mole not far outside the Fireworks seller's house, and go to the door in Monstro Town next to the weapon shop.
You'll only be able to rematch the next boss if the Frog Sage mentions the pirate boss raring to go again.
Culex Secret Boss: How to Unlock and Beat
The next boss is Johnny, the pirate boss at the Sunken Ship. This is a unique battle where it will be a one-on-one duel between you and Johnny, with your other allies only there watching to cheer you on.
You'll receive the Extra-Shiny Stone from Johnny after you defeat him. Return to the Frog Sage to find out the information about the final boss rematch.
Johnny Rematch: How to Beat and Unlock
The Extra-Shiny Stone that you got from Duel-Ready Johnny is used to unlock Culex's door at Monstro Town again. Culex is back but has now gained a new dimension, becoming a 3D version of himself.
This is the toughest battle in the game, so be very prepared! After you defeat Culex 3D, he'll reward you with the Crystal Shard.
Culex 3D Secret Boss: How to Unlock and Beat
When you return to the Frog Sage, he'll congratulate you, and will start calling you 'Mario Sage' from now on. This marks the end of the boss rematches: Frog Sage won't be talking about bosses anymore when you talk to him.
