The only way to get Frogspawn to appear is to breed two frogs by feeding them Slimeballs. Once the two frogs have finished breeding, one of them will start looking for any nearby full water source block to lay the Frogspawns on. If the frog does not find any water nearby, it will not produce Frogspawn.
You cannot mine or move the Frogspawn after it has been lain.
