I don't know if I'm the only one but I equipped my sparkle with two two piece relics with spd increase of 6% and the springly vowarq set with substats of spd crit damage and effect resist I this a good build

Yes, Bronya's cone can help generate additional skill points and energy (though not as fast as Sunday's cone). I'm not sure whether that pulls it ahead of Sparkle's signature overall, given the significant stat boosts that come from that LC.
