In the late game, you ideally want to build Silver Wolf as a damage dealer and also a debuffer. Incessant Rain is the only Nihility Light Cone that gives everything that Silver Wolf needs, a significant increase of her Effect Hit Rate stat, some CRIT rate, and a debuff that compliments her kit. |

Any Nihility character who needs the extra Effect Hit Rate that Incessant Rain provides will benefit from wearing it. Incessant Rain also has a debuff that increases the DMG received for a target enemy. This debuff is useful for any type of combat scenario!
However, Kafka does not really need the extra Effect Hit Rate anymore once you have her Traces leveled up. Also, characters like Pela, Luka, and Guinaifen wouldn't really benefit from Incessant Rain's bonus Crit Rate.
Incessant Rain gives Silver Wolf the push that she needs to become a damage-dealing Nihility character. While it is no doubt Silver Wolf's best in slot, there are other solid alternatives for it.
Before the Tutorial Mission Starts is Silver Wolf's second best Light Cone and is the ideal option for F2P and light spenders. It's a free Light Cone and can easily be fully superimposed as long as you participated in the Starhunt Game Event.
Before the Tutorial Mission Starts at S5 provides Silver Wolf with a 40% increase in her Effect Hit Rate, which is significantly higher than an S1 Incessant Rain!
If you have Silver Wolf and failed to fully superimpose Before the Tutorial Mission Starts, then you can consider pulling for Incessant Rain since it is still an SS tier Light Cone and Silver Wolf's best in slot!

Probably slightly better than his own, yes. It increases effect hit rate more, but Welt's damage I think less. However, the debuff also improves the damage of other characters, making up for it. If you already have Welt's, I wouldn't bother pulling for this. It's not that different in the grand scheme of things.
