Souls are recently deceased Zois who have yet to reach the afterlife. These can be tracked by heading to the Soul Management Report in City Map and opening the Souls tab, where a list of all Zois will be shown in addition to the Karma Level they had when they passed away.
All Death Types and How to Cause Them
Souls are likely part of the city population as indicated by the Zoi-Soul Ratio in Karma Report. The ratio shows the amount of living Zois within the city and the deceased Zois turned to souls.
Note that a city's population has a limit of 300 Zois. This likely includes all Zois within the city, both living and dead.
When a Zoi dies with low Karma, a message from Nyx will appear mentioning that a deceased Zoi can turn into a Ghost. The message at the end mentions that "having too many ghosts in your city can make it harder to add new Zois", hinting that Ghosts and Souls are identical and are part of the city population.
There are currently no interactions with Souls during the game's Early Access version.
However, calling for the Undertaker in Pocket Market using the Smartphone can allow unique interactions such as "Request for Soul to Be at Rest" or "Talk About Soul You Wish to Meet". These interactions currently have no effect on the Souls within the city, but hints its availability in a future update.
