Buildings can have a maximum of 30 Floors in inZOI. This is in line with their post in the official Discord.
It was mentioned on a Developer Insights video that developers ran into optimization issues when creating extremely tall buildings. This is most likely the reason why a 30 floor cap was put into place. This was also mentioned again in the Online Showcase wherein creating skyscapers causes the game to lag.
While there is a cap in place, 30 floors is still a considerable amount compared to similar games like The Sims 4, which have a lower cap of 8 floors per building.
