Seasons and temperature effects have been confirmed to appear as a base game feature in inZOI. Read on to learn more information about inZOI's seasonal and weather conditions and how these affect Zois living in the city.

Seasons Confirmed as Base Game Feature
Feature Confirmed in a Kjun's Concerns Discord Post
Seasons and temperature effects was first introduced and confirmed in the "Dress accordingly (to the weather)" post from Kjun's Concerns in the official Discord.
Spring, Summer, Fall, and Winter Seasons are Included
As mentioned in the Kjun's Concerns in the official Discord, the developers applied the four conventional seasons in the Korea-inspired city of Dowon. The post did not mention the season's names but is likely to include spring, summer, fall, and winter seasons.
They also mentioned that the Southern California inspired city, Bliss Bay, will maintain a warm climate all year round to reflect its real-world counterpart.
Weather and Seasons Affect Zois
The developers also confirmed that weather and seasonal changes affect Zois. For example, an underdressed Zoi in winter can fall ill and may not survive if left in that state for too long.
They have also included clothing presets for seasonal appropriate outfits to reduce likelihood of Zois wearning the wrong type of clothes during a current season.
You Can Change the Season in City Edit Mode
Seasons can be changed in the city's City Edit Mode. This makes it possible to add winter in Bliss Bay, which normally has warm climate.
Note that weather changes done in City Edit will only be temporary. The game will eventually revert the weather back to its default seasonal weather for that city.

Gameplay Feature that Introduces Weather and Temperature Effects
Seasons is a gameplay feature commonly associated with The Sims games and was first introduced as an expansion pack for The Sims 2 called The Sims 2: Seasons.
In The Sims 4: Seasons, weather affects the Sim's moods and what festival occurs on the festival grounds.
