You cannot ask to move in with someone, but you can move in with someone when you get married in inZOI. Check this page to learn how you can move in with someone!

Move In Together After Marriage

When one of your Zois get married, a window will pop up right after giving you the option to move to a new house with the married couple and splitting the household.

No Option Before Marriage

Unfortunately, there is no way to naturally ask someone to move in with you without marrying them. Marriage is the only way you can move in with someone without editing households as of the Early Access release.

Edit Households to Force Moving In

InZOI - Move Zois Between Families Button

You can force moving in with someone by using the Edit City (shortcut key: M) feature. Click on All Families and then Move Zois Between Families, this allows you to move anyone from and into any household regardless of the statues of their relationships.
