>>2 Yes. At worst, (using 4pc Wasteland vs Imprisoned) it's about 2% better. Otherwise, it's around 4-10% better. If you have god relics, it may not be worth it to farm just for Ratio, but a lot of DPS units can use this set, so it's very good one way or another.

Fwiw, Dr. Ratio's info is inaccurate. His ultimate is very specifically not a debuff, it is an extra effect. His Ascension 4 Major Trace "Inference" applies a debuff, which is where Pioneer's uptime comes from.
