How to Unlock The Ash-Spear?

To Serve The Light - Order of The Ancients
To unlock The Ash-Spear, also known as Gifle, in the Order tab, you'll need to obtain Three Clues.

You can get the First Clue by killing either The Lathe or the Zealot Wuffa.

This will lead you to the Second Clue that can be found outside the Ruined Tower in northeast East Anglia. Be careful when entering since there will be bandits in the area. There's also a Viewpoint here.

How to Kill The Ash-Spear?

While you can fight The Ash-Spear out in the open, there will be other bandits in the area that may make this difficult to accomplish.

You can use stealth to make this objective easier.

Stealth Guide

Facing the hideout, head to the bushes to the left of the main entrance.
Once there, stick to the left/exterior side of the hideout using bushes as cover.
Do this until you're underneath the elevated platform to the far front of you.
There should be a clear path to assassinating The Ash-Spear from there.
Two bandits will be training nearby but they won't be alerted. Escape the way you entered.
