How to Unlock The Dart?

To Serve The Light - Order of The Ancients
To unlock The Dart, also known as Tata, in the Order tab, you'll need to obtain Two Clues.

You can get the First Clue by killing The Vellum.

This will point you towards the Second Clue in Caustow Castle, located in southwestern Sciropescire. There's also a Viewpoint in this location. The clue can be found on a table.

Obtaining this will reveal the identity and location of The Dart.

Location At the Quatford Stables in northeast Sciropescire

How to Kill The Dart?

ACV - How to Kill The Dart

You'll find The Dart working a hay pile outside the Quatford Stables. You can easily assassinate him here since there are no guards nearby.
