How to Unlock The Dart?
To unlock The Dart, also known as Tata, in the Order tab, you'll need to obtain Two Clues.
You can get the First Clue by killing The Vellum.
This will point you towards the Second Clue in Caustow Castle, located in southwestern Sciropescire. There's also a Viewpoint in this location. The clue can be found on a table.

How to Kill The Dart?
You'll find The Dart working a hay pile outside the Quatford Stables. You can easily assassinate him here since there are no guards nearby. During the night, he will be sleeping inside the house and you can still easily assasinate him here.
