Flanagan joins through Character Stories. Characters who will join your party from Character Stories are affected by Serenoa's Conviction. You need to reach a certain number of points for Morality, Utility, and Liberty to get them. However, these values are hidden on your first playthrough. The only way for you to check how many points you have gathered for each is to finish your first playthrough and unlock New Game Plus.

You'll know a character story is available by checking its icon on the lower right section of the map. Press the + button to watch the character story and possibly recruit a new member of your team!

Flanagan is a unit with high defenses and excellent mobility. Thanks to his hawk, he can move to distant tiles to protect his allies and draw enemy attacks. He can also regenerate HP at the start of his turn. Just don't let him near bow-wielding enemies!

Greathawk Shield

If you upgrade Flanagan's weapon to its second rank, you can obtain a skill that decreases the TP used by Aerial Assault by 1.

Additionally, if you prefer sending Flanagan towards enemy units, you can get his passive skill Iron Stance to grant him immunity from getting knocked back. This is useful especially on maps that have high cliffs to prevent Flanagan from getting separated from enemies he's trying to lure since he cannot be pushed off platforms anymore.
