Whither the River Flows Objectives

Whither the River Flows Objectives
1 Watch a cutscene that concludes the tourney arc. Afterwards, you will be given an option to save your game.
2 You will be briefly taken to the world map to formally start Chapter 3.
Main Story unlocked: Whiteholm Castle
Encampment feature unlocked: Tavern, Sundry Shop
3 Proceed to Whiteholm Castle for your first Voting Phase using the Scales of Conviction. The result of this phase determines your route for the next second part of the chapter.
Persuasion Phase unlocked: Whiteholm Castle
4 Persuasion tips
Aesfrost route: Talk to Anna and bring up The Smuggler Information.
Hyzante route: Talk to Anna and bring up The Ministry of Medicine Information
If you failed to unlock these dialogue options during the second Exploration Phase of Chapter 2, simply choosing to persuade Anna towards either will work fine.
5 After the Voting Phase, Serenoa will annouce the plan set by the Scales of Conviction.

Succesfully persuading Anna towards a route means tipping the Scales of Conviction enough to choose a route. Anna is the key to picking your preferred route in this Chapter.

Pay Attention to Exploration Phases Moving Forward!

Scales of Conviction TS Triangle Strategy

The key to winning over your party is gathering necessary information beforehand. Be proactive in talking to everyone you meet in your journey!

If players failed to gather information from Anna in previous chapters, the third dialogue option when trying to persuade her is locked. Anna is the only undecided character in this voting phase so she is very important in determining which route Serenoa will take.

In the case of Chapter 3, even without the third dialogue option, Anna is likely to favor either Hyzante or Aesfrost. However, it is a safe assumption that this cannot be said for future situations when more variables come into play. Make sure to collect important information in Exploration Phases moving forward.
