There are a total of 30 characters that you can recruit throughout the game. However, it is impossible to get the entire roster in just one playthrough. You need at least 4 playthroughs to get all recruitable characters.
Unlocking New Game Plus (New Game +) after the credits roll will help a lot since it allows you to carry over units and conviction points from other playthroughs to your current one.
