Narve joins through Character Stories. Characters who will join your party from Character Stories are affected by Serenoa's Conviction. You need to reach a certain number of points for Morality, Utility, and Liberty to get them. However, these values are hidden on your first playthrough. The only way for you to check how many points you have gathered for each is to finish your first playthrough and unlock New Game Plus.
You'll know a character story is available by checking its icon on the lower right section of the map. Press the + button to watch the character story and possibly recruit a new member of your team!
How to Increase Serenoa's Conviction

Narve is a master of the elements and can cast spells of every element on enemy units. Having him in a battle allows you to have control on the terrain; transforming it to your team's advantage.
Furthermore, his wind magic changes enemies' orientation so you can land that back strike easily and earn more kudos!

Narve has two sets of Exclusive Weapon Abilities. One of them can be obtained on his first weapon. Use Fire Damage Up if you plan on using Scorch, while Ice Damage Up if you want to use Icy Breath.
On his second weapon, Narve's second set of Exclusive Weapon Abilities can either power up Whirlwind with Wind Damage Up, or Spark with Lightning Damage Up.
