If it says that there's Not Enough Goods when you're trying to build a Settler's Camp, it means that you don't have the Treasury required to build it. Defeat bandits and set a Land Tax so that you have enough Treasury to settle a new region.

Description and Effects
Can only be placed in regions that has been claimed but has no buildings. Grants base starting supplies and 5 starting families. It needs at least 250 Treasury to be placed and once placed you can choose to pay 250, 500 or 750 Treasury to determine that starting resources in the new region. Once placed it will immediately be converted into a Homeless People's Tents.

How to Build the Settlers Camp

Only Built in Your Regions Without a Town

You can only build a Settlers Camp in one of your regions that doesn't have a town yet. Once you've selected your village type and amount of starting supplies, the camp will turn into Homeless People's Tents and you can start building up your new village.

Do note that the only village option you can select is Town since every other option is unavailable during Early Access. Also, the cost of building a settlement changes depending on how many starting supplies you want, as seen in the table above.
