A Clothing stall supply is a requirement to upgrade Burgage Plots to levels 2 and 3. See the ways you can get the clothing stall requirement in this guide, as well as which clothing is needed for each level!

To get the Clothing Stall Supply requirement for the Level 2 Burgage Plot upgrade, you have to produce either of the three: Leather, Yarn, or Linen. Once you start producing a good amount, a clothing stall will automatically be built in your Marketplace.

Leather is produced in a Tannery using the Hides you get as a byproduct from Hunting Camps. The quickest way to get Leather is build a Tannery right next to your Hunting Camp for maximum efficiency.
Yarn takes a little longer to make than Leather. However, its production is also one of the most beneficial ways to generate Regional Wealth.
Linen takes the longest amount of time to produce. It requires being famiiliar with the fertility of the land, as well as having more families in your settlement to tend to its production. It will take several months, possibly even the entire year, before you can harvest the Flax and turn it into Linen.
Two types of Clothing Stalls are needed to qualify for a Level 3 Burgage Plot upgrade. By this time you would already have your first clothing stall established. The second clothing stall can depend on your earlier choice. There is the fast and easy way that produces a single product, and the long and hard road that is capable of producing multiple products.

A Cobbler's Workshop only requires Leather to produce Shoes. If you already have a good amount of Leather going around, consider upgrading the burgage plot nearest your Tannery. In addition, you can also have upgrade a burgage plot next to your Cobbler's Workshop with a Goat Shed backyard extension to produce Leather directly.
Other than the long and tedious methods of acquiring Yarn and Linen mentioned above, you would also need to build a Dyer's Workshop to produce Dyes. Once you have a combination of Yarn or Linen and Dyes, only then can you start producing the necessary items for the Clothing Stall.
