You can increase your settlement levels by constructing Burgage Plots in your settlements. Simply choose an area where you can build these Burgage Plots, and choose the area points that will encompass the entirety of the structure.
In order to raise your Settlement Level, you will need to erect a lot of Burgage Plots that can house settlers and families, and provide resources through Backyard Extensions that can be built on the back area of the structures.

Another way of effectively raising your Settlement Level is to level up the Burgage Plots in your settlements.
You can level up Burgage Plots by meeting certain requirements in Construction Materials, having Residential Amenities like a Well, Church, and Tavern, Market Supplies such as Fuel, Food, and Clothing, as well as having enough Regional Wealth.
Your Settlement Level also plays a part in leveling up your Burgage Plots, which means that you will also need a high Settlement Level to level up Burgage Plots and vice versa.
How to Upgrade Burgage Plot Levels

You gain Development Points in the game after you've reached a new level in your settlement. Development Points can be used to access the Development Trees and unlock new technologies that you might want to avail in your regions.
These Development Trees are divided into 4 sections, namely Farming, Trade, Industry, and Gathering, and each section branches out into several technologies that you can unlock to help improve the viability of your settlements.
