To increase your population size and get more families in your village, you'll need to maintain a high Approval rating and provide enough Living Space through Burgage Plots.

Depending on your Approval rating, new families will either join or leave your village every month. Keep your approval rating above 50% to always attract families to your settlement.
Remember to provide unoccupied Living Spaces through Burgage Plots, otherwise, you are essentially playing at 25-49% Approval and you won't gain new families.
How to Increase Approval to 100%
To get more families to join your settlement, they will need somewhere to live first. Build new Burgage Plots and upgrade existing Burgage Plots to Level 3 so that new families can join your village and increase your population size.
Families are always composed of a Husband, a Wife, and a Son. Thus, when a new family moves in, a village's population count increases by 3.
You can also provide extra housing for families by expanding a Burgage Plot's living space. Doing this costs the same amount as building a new Burgage Plot, but it won't take up any extra space.
Do note that only Burgage Plots that had an extra house icon with a plus sign during construction can have their living space expanded.
You can check a village's current Living Space capacity in the upper left-hand section of the screen, indicated by the house icon. Furthermore, you can check occupied and unoccupied Burgage Plots by holding Tab.
We recommend checking both of these from time to time to see if you need to build extra Burgage Plots to increase your population size.
As the foundation of your settlement, families work on the tasks in a settlement in exchange for receiving Living Space, Food, Clothing, and other amenities. Male villagers are also recruited into your Militia, which is an integral piece of your army, especially in the early game.
Hover your mouse over the population icon to see a breakdown of a village's total population and families per level.
Always consider the risk of death in battle when forming your Militia. A village's population can suddenly dwindle if a lot of your male villagers die in battle.
Thankfully, if ever a family member dies, a new family member can join the bereaved as long as your approval is high enough.
According to TheGraveOne on Youtube, the current maximum amount of people you can have in a single town is 2000. On a normal playthrough, you wouldn't even get close to this amount due to the amount of Burgage Plots and real-time hours it would take to build a town large enough to house that many citizens.
It's also possible that the maximum population size could be increased in a future update. For now, though, there hasn't been any mention of this from the developer, but it could still be a possibility in the future.
Depending on your PC specs, you might not even be able to reach the 2000 population limit. This is because every single citizen is loaded into the game, and your computer might not be able to handle all of those people loaded at one time.
