The Lack of Entertainment prompt appears when you do not have enough Ale in the Tavern.
Not having enough Ale for your Tavern essentially means you no longer meet the amenity requirements of Level 3 Burgage Plots, which would also result in a decline in approval.
How to Make Ale (Step-by-Step)
To ensure that you do not run out of Ale and receive the Not Enough Entertainment prompt, have your fields constantly produce Barley to be processed in a Malthouse.
Build Barley fields on terrain with good Barley Fertility, and make sure to utilize crop rotation to maximize efficiency.

If you still find yourself struggling with maintaining a supply of Ale from Barley Fields, you can also import Barley or Ale via the Trading Post.
The price will vary depending on the supply and demand, but generally, Barley should be cheaper than importing Ale directly. Importing Ale also requires you to set up a trading route, which can be quite costly if you do not have a steady source of Regional Wealth.
