Horses and Oxen both serve the function of moving goods around, although they mainly differ in what they transport.

Oxen transport Timber for building since they are necessary for construction. Oxen can also be used to plow fields though a Farmhouse with the Heavy Plow development.

Horses are used for moving goods for trade with other regions. Both livestock can't be used interchangeably.

In Manor Lords, you can order horses once a month with 30 Regional wealth from Hitching Posts, Small Stables, and Trading Posts.

Horses are primarily used as Trade Wagons once you have set up a Trading Post. Their main use is to make trades faster, so try to assign horses to Trading Posts whenever possible.

Until then, however, horses only serve to assist your settlers in growing your empire through trade.
