Rolf officially joins your army after completing the quest, A Solitary Resistance. He is a Hunter at the time of recruitment and the first bow-type character you will have.
A Solitary Resistance Walkthrough
Rolf is still recruitable regardless if you choose to free or imprison Gammel. Your choice in the matter will only affect Gammel and will not affect Rolf's loyalty to you. He will be disappointed for freeing Gammel though, but will apologize later on when he realizes Alain is the Prince of Cornia.

Adding Rolf to Josef and Chloe's unit provides extra coverage, specifically against flying enemies, while also providing another opportunity for Josef's Pursuit.
