Berengaria will join your party by completing The General in Black Quest, or by talking to her during the battle stage. She will appear south of Einsel Garrison.
However, Berengaria gets abducted in the Quest, Another Prince, but will return upon finishing the Heir of the Dragonlands Quest.

I wouldn't put "afflicted" as one of her conditions for something like Sanguine Pursuit. She will not attack if nothing is afflicted. You can rather use prioritized debuffed (affliction Is a debuff). That way she will prioritize anyone afflicted but still use it if no one is afflicted
