You can get Job Skills by buying them from the "Skills" menu using JP (Job Points).
The required amount of JP (Job Points) you need to pay increases as you buy more Job Skills so try to earn JP as much as you can to unlock all of a job's skills.

JP Farming Guide: How to Get JP Fast
Some Jobs, like the Inventor, do not require JP in order to get its skills. Instead, they require materials like weapons, accessories, and other items. In this case, you'll need to gather the required materials in order to get the skill and use it in battle.

One of your characters' EX Skills can be obtained by finding altars scattered all over the world that correspond to your select character's primary job.
These altars are marked on your map if one is near your location so try to find them and interact with the statue in it to get your traveler's first EX Skill!
Finally, your travelers' last EX Skill can be obtained by finishing each of their story.
Since EX Skills are character-exclusive, you need to make sure that you have the right character in your party before interacting with the altar. Change your party members at the nearest tavern and get their EX Skills!
Support Skills are another type of skills in Octopath Traveler 2 that players can get by unlocking more Job Skills.
Once you've reached the required number of Job Skills a Support Skill needs, it will automatically be unlocked!
After unlocking a Support Skill, go to the main menu again and select "Skills". Choose "Equip Support Skills" from the two choices, then select your newly acquired Support Skill in the next menu to equip it.
You can also get skills by Challenging townspeople during the day as Hikari. Successfully defeating a townsperson will let Hikari learn a new skill and use it in battles!
