Increase Stealing Odds by Leveling Up

The chances of stealing success rate scale alongside Throne's level. This means that Throne will be able to successfully steal an item off of an NPC if her level is high enough.
How to Level Up Fast

Save First and Load Until Steal is Successful

Make sure to save your file first before attempting to steal an item from NPCs. If you fail to steal someone, your reputation in the town will suffer.

There are some stealable items that only have a 3% chance success rate so reload your save file again until you successfully steal the item that you want.
