When you have located the home of the blacksmith, you will encounter a man blocking the front door. This man is apparently a debt collector and he has come to collect the debt of the blacksmith inside.
You will need to defeat this man by using certain path actions like Hikari's Challenge or Throne's Ambush.
Path Actions Guide: All Path Actions Explained
Once you have defeated the debt collector at the entrance, the blacksmith named Porta will introduce herself and give you the Armsmaster License. She will also ask you to bring her rusty weapons so they can forge them into the Divine Weapons.
To get the Armsmaster Job Skills, you need to bring Porta all the Rusty Weapons first so she can turn them into Divine Weapons. Once you have a Divine Weapon, equip it to your Armsmaster so they can access the job skill associated with that weapon.

Hikari | ・Compatible with all weapon types and equipment. ・Can improve his overall effectiveness as a physical attacker. |
When you give the blacksmith in Gravell a Rusted Weapon, she will forge them into a Divine Weapon. Depending on what Divine Weapon the Armsmaster is equipped with, the job can optimize its offensive damage output by using the specific weapon skill in its skillset.
The Sixfold Strike is a very useful skill in knowing what weapon an enemy is weak against during battle. By attacking with six different weapons on a single foe, the Armsmaster can reveal what weaknesses that enemy has in just a single turn.
The Armsmaster can equip all weapon types, which is a very useful ability for physical attackers in your party. It helps cover enemy weaknesses by providing access to a wide selection of weapons and gives you an advantage when equipping weapons with powerful attacks.
You can also equip weapons with elemental attributes that can help claw away at certain enemies' elemental weaknesses.
