1 Skip travel to Abandoned Village at the Brighlands region.
2 Switch the time of day to night time and exit the village by going to the right.
3 Keep going until you see the Black Market vendors below the ladder with a chest at top.

At different nights, the Black Market changes its set of vendors. There will be nights where a certain item type like weapons will not be sold so be sure to switch to day time again and switch back to night time until you get the Black Market vendor you need.

You can only encounter the Black Market by switching the time of day to night time. You can do this by pressing ZR on the Switch, R2 on Playstation platforms and T on PC.
