You can unlock Silverwing Nargacuga as a mutation while doing Habitat Restoration. You must reach S-rank with Nargacuga in a habitat with 3 or more wind-focused monsters in residence.

For this task, we recommend using Blessing Hill, as the wind-focused Great Izuchi resides there already. Add a wind-focused monster like Paolumu or Legiana, and since Nargacuga itself is already wind-focused, you'll have the required 3 wind-focused monsters in the area.
