An effective way to increase the chances of making Monsters retreat is to use Paintballs. They can be accessed during fights, as these can drive away Monsters in the process, and trigger Retreat Den spawns.
Remember that Paintballs only last one turn. However, if the Monster is at a low enough level, you can use Quick Finish in the next turn to defeat the opponent immediately. You can also get the Paintball recipe from the side quest, A Step Toward Conservation.
