Each weapon in Metal Gear Solid Delta has its own advantages and disadvantages so there is no single weapon that is particularly the strongest, but if we had to pick one, it would be the Mk22.
The Mk22 is Snake's workhorse. It has tranq darts for non-lethal takedowns and it gets access to CQC (unlike most lethal weapons), making it an excellent weapon for any type of run (especially FOXHOUND runs).
However, the best weapon will always depend on each player's playstyle—lethal or non-lethal—and whether they are a beginner or a veteran MGS3 player. Non-lethal runs are often for getting special titles, while beginners and those not going for a no-kill run will find lethal weapons simpler to use.

The Mk22 is the primary weapon for players aiming to complete the game with a no-kill run. Despite the remake giving it bullet drop, its status as a starting weapon, suppressor compatibility, and CQC functionality make it the most optimal weapon for first playthroughs and special title runs.
However, since its ammo is limited at higher difficulties, it truly tests the player's skill. During later boss battles, it's effective to switch between the Mk22 and the Mosin Nagant to compensate for the ammo issue.

The Mosin Nagant is a tranquilizer sniper rifle that serves as a trump card for non-lethal playthroughs. It can be obtained after defeating The End non-lethally, so it truly shines in the latter half of the game. On FOXHOUND runs, this weapon is a must since it can easily deal with both The Fury and The Boss.
For every shot you fire with the Mosin Nagant, you'll have to cycle its bolt leading to a long animation between shots. However, you can eliminate this by doing a quick reload. After a shot, tap your weapon window button twice to skip its animation.

The stun grenade is the trump card of non-lethal runs next to the Mk22 and Mosin Nagant. Not only can it stun an enemy on a direct hit, but it's also excellent at disorienting them for a short time, rendering them helpless even if the stun fails.

The Smoke Grenade is a powerful weapon that creates a smoke cloud, instantly distracting and blinding any enemies within it. This allows you to either sneak past them to your objective or take them out with CQC while they are blind and coughing.

If you're doing a lethal run, the M1911A1 will be your go-to since it can handle both infiltration and direct combat. As a starting weapon, its compatibility with a suppressor and CQC makes it an easy-to-use and highly reliable during most sections of the game.
Plus, since you don't have to worry about enemies getting back up, you can speedrun through the game if your goal is completion or unlocking NG+.

The SVD is a powerful weapon for lethal runs, ensuring safety by sniping from long distances. Not only is it useful for eliminating enemy soldiers along the way, but it's also effective in certain boss battles, especially the Shagohod.
Along with the Mosin Nagant, it is highly rated as a sniper rifle that should be incorporated into your strategy. Choose the SVD for a lethal style, or the Mosin Nagant for a non-lethal style, depending on your preference.

The Cigarette Gas Spray is a non-lethal weapon that proves extremely effective when infiltrating key locations such as the Graniny Gorky Laboratory and the Groznyj Grad Arsenal East Wing, where other firearms can't be used.
While it requires close proximity to the enemy, its ability to reliably put them to sleep makes it particularly valuable. It can be used reliably during The End boss fight so save your Mk22 ammo on higher difficulties.

The XM16E1 is an assault rifle that's effective in boss battles and regular firefights after you've been detected. While it can be equipped with a suppressor, they are scarce (the M1911A1 is the better choice for lethal stealth).
Ultimately, the XM16E1 is functionally similar to the AK-47, making the choice between the two a matter of preference and ammo availability.

The M63 is a machine gun that can dominate enemies with its overwhelming ammo capacity. By using a quick reload, you can rain down a huge amount of bullets on your opponent without pause.
This weapon shines in certain situations, particularly during the sidecar sequences before and after the Shagohod boss fight. However, for regular gameplay, it gets little use outside of combat during Alert phases.

The RPG-7 is a rocket launcher you obtain late in the game, but it is the strongest lethal weapon you can get. It is highly effective during The Fury boss fight after you've ripped his suit, as well as during the Shagohod boss fight later in the game.

The EZ GUN eliminates the three major elements of stealth: hiding, hunger, and ammo management. With an infinite supply of tranquilizer bullets and an unbreakable suppressor, you can neutralize all enemies without worrying about noise or ammo count.
Furthermore, while equipped, the camouflage rate is always maintained at 80% or above, and stamina automatically recovers, eliminating the need for food. This makes it the undisputed strongest weapon in the game for stealth (if you aren't gunning for special titles).

The Patriot has an infinite supply of ammo and never needs to be reloaded, allowing you to unleash a constant barrage of bullets on your enemies. Lethal NG+ runs can be speedran using this weapon.
