Slow Down the Game Tempo
Set the game tempo to slow before a race so it will be easier for you to land on the rock.
Choose Celestival Valley
The Floating Rock is only located in Celestial Valley, so make sure to choose it in Air Ride.

To easily land on the Floating Rock, use Paper Star due to its long flight time and ease of use.
Floating Rock Location
The Floating Rock in Celestial Valley is locked on the left side of the course just before a waterfall. Fly on it using Paper Star to clear the Checklist objective.
