The stats were taken at the Garage, unaffected by any Rider's stats. But, the numerical values are estimates as they are not shown in-game!
Bull Tank's natural bulk allows Rocky to head into the fray with little risk and cast their Special to damage multiple enemies at once.
Additionally, the high Top Speed allows Rocky to pull ahead of their opponents in racing events, allowing it to excel at two different types of events.
