The stats were taken at the Garage, unaffected by any Rider's stats. But, the numerical values are estimates as they are not shown in-game!
Bulk Star gains an impressive boost in maneuverability due to Cappy's bonuses in Turn and Grip stats. The minimal reduction in Top Speed still allows it to dominate races with the added boost in handling.
