The stats were taken at the Garage, unaffected by any Rider's stats. But, the numerical values are estimates as they are not shown in-game!
Scarfy gains a speed boost when attacked, which Bulk Star can brush off due to its high weight. The speed boost is further complemented by Bulk Star's exceptional Top Speed, able to remain ahead even when attacked with proper use of the Machine's unique boost mechanic.

Note that after a Rider has been acquired, obtaining duplicates will unlock their alternate colors instead.

How to Defeat an Enemy Scarfy Without Making It Mad
Defeat With Copy Abilities or Quick Spin
Use Copy Abilities or Quick Spin to defeat Scarfy without making it mad.
Attempting to use Capture will enrage Scarfy instead, preventing players from completing the Checklist objective.
Randomly Spawns in Waveflow Waters
Scarfy has no fixed spawn in Waveflow Waters. Players will need to keep an eye out during the match for Scarfy to defeat it for the Checklist.
