The stats were taken at the Garage, unaffected by any Rider's stats. But, the numerical values are estimates as they are not shown in-game!
The Wheelie Bike is the best vehicle to pair with Susie in any racing challenge, as it significantly enhances Susie's already high top speed and weight stat.
Not only that, but it lets Susie gain a fairly good amount of Turn and Grip stat, letting Susie maneuver through corners.

In City Trials, Susie really shines when you pair her up with Rex Wheelie, as it provides her with a huge boost across most of her stats, such as her Top Speed, Offense, Max HP, and Weight.
It gives you a huge head start against other opponents, allowing you to contest certain areas of the map, only making you even stronger.
