Noir Dedede is the strongest character in City Trial due to their high Top Speed, Boost, Offense, and Weight, winning most race challenges and perform well in battle stadiums.
While they may struggle in flight challenges without building Glide, Noir Dedede can still dominate most stadiums in City Trial.
It is recommended to hunt for a Battle Chariot when aiming for battle stadiums, or a Wheelie Bike for racing challenges as these Machines complement Noir Dedede's high stats.

Meta Knight and Starman are the best characters for flight challenges in City Trial. These characters pair especially well with flight-oriented machines such as the Winged Star.

Noir Dedede is the best character for racing challenges in City Trial and Air Ride mode. Noir Dedede gains bonuses to Top Speed and Boost, allowing them to reach higher speed and acceleration than their competitors in races.

Rocky, Noir Dedede, and King Dedede are the best characters for battle stadiums in City Trial. Their high Offense allows them to deal significantly more damage, while their high Weight allows them to stay in combat longer.
Rocky notably has a strong Special that allows it to damage enemies in a large area, useful in Kirby Melee or when enemies tend to cluster.

He's not necessarily top tier but Starman should probably be ranked higher. Being able to glide that well makes it's very easy to get on top of the floating garden and the floating isle (if it spawns in). This leads to lots of power-ups and possibly a legendary air ride machine if the RNG is right.
