To unlock Heavy Plasma configuration, you need to unlock Plan B from the High Roller list of abilities.
You can unlock the High Roller by talking to the bartender during The Droidsmith Main Quest.
How to Unlock Plan B and Effects

|
Adds a new window of opportunity during cooling that, when properly timed, Supercools the blaster, temporarily preventing heat buildup. |

Reduces the time between shots. |
・Blaster Recirculator: x1 ・Transparisteel: x15 ・Cryo-coil: x7 |
 Damage
|
Increases the damage dealt with each fired shot. |
・Slivian Iron: x20 ・Ray Accelerator: x10 ・Actuating Diffuser Module: x1 |
You need all of the above materials to fully upgrade the Heavy Plasma Blaster Configuration.
