Minor Perks

Perk Description Unlock Condition
Tactical TrainingTactical Training You move faster when crouching and using fine aim. Unlocked after completing Making Rent.
In the FlowIn the Flow You never lose flow except when you perform a skill. Complete 2 Challenges in total.
Close CallClose Call The vehicle you're driving gains more boost time when you have a near miss. Complete 3 Challenges in total.
Death RaceDeath Race When you're close to death, you can run a lot faster. Complete 1 Challenge in total.
Sneak AttackSneak Attack You do more damage when you attack enemies from behind. Complete 6 Challenges in total.
Loot GrabLoot Grab You automatically pull nearby cash and ammo. Complete 11 Challenges in total.
TrampolineTrampoline You gain more altitude from a wingsuit bounce. Complete 15 Challenges in total.
Fire ResistantFire Resistant You stay in control while on fire and take less fire damage. Complete 8 Challenges in total.
GunslingerGunslinger Hip fire shooting is more accurate. Complete 5 Challenges in total.
Dead EyeDead Eye After you get a headshot kill, your reload speed increases. Complete 9 Challenges in total.
Shock TacticsShock Tactics Taze enemies who hit you with a melee attack. This perk has a cooldown. Complete 12 Challenges in total.
Speed DemonSpeed Demon You can boost a longer time while driving. Complete 18 Challenges in total.
BreakfallBreakfall You don't take damage from falling. Complete 46 Challenges in total.

On the Down LowOn the Down Low All actions generate less notoriety. Complete 4 Challenges in total.
ScavengerScavenger You collect more rounds when you pick up an ammo box. Complete 7 Challenges in total.
Full ContactFull Contact Reduce the cooldown of your takedown when you kick an enemy then kill them. Complete 10 Challenges in total.
Fast LearnerFast Learner You receive a bonus on XP earned. Complete 13 Challenges in total.
Nihil ObstatNihil Obstat Non-player Saints do more damage. Complete 14 Challenges in total.
Shiny and ChromeShiny and Chrome You do more damage when sideswiping in a car. Complete 16 Challenges in total.
Dual WieldDual Wield When wielding pistols or SMGs, you hold a weapon in each hand. Complete 19 Challenges in total.
Back Off!Back Off! After you kick an enemy, your bullets do more damage against them. Complete 20 Challenges in total.
Flow GambitFlow Gambit You deal less damage but gain more Flow whenever you hit an enemy. Complete 24 Challenges in total.
Not Dead YetNot Dead Yet You can regenerate twice the amount of health in combat. Complete 26 Challenges in total.
Lust for LifeLust for Life Your health starts regenerating as soon as you kill an enemy. Complete 28 Challenges in total.
Finishing SchoolFinishing School Takedowns sometimes make nearby enemies cower in fear. Complete 32 Challenges in total.
Eagle EyeEagle Eye You reduce the cooldown of your takedown when you get a headshot. Complete 36 Challenges in total.
JuggernautJuggernaut You gain more flow when you health is low. Complete 42 Challenges in total.

Elite Perks

Perk Description Unlock Condition
Saving ThrowSaving Throw Gain 2 health bars when your health is depeleted. This perk has a cooldown. Complete 17 Challenges in total.
Surgical StrikeSurgical Strike Temporarily do more damage for each precision kill (up to 5) made in quick succession. Complete 22 Challenges in total.
Ride EternalRide Eternal The vehicle you're driving gains health whenever you destroy another vehicle. Complete 30 Challenges in total.
Big FinishBig Finish You gain double the amount of health from takedowns. Complete 34 Challenges in total.
Dodge BallerDodge Baller You temporarily do more damage after dodging a melee attack. Complete 38 Challenges in total.
RampageRampage You do more damage when your flow meter is full. Complete 40 Challenges in total.
Blood and GutsBlood and Guts When you're out of flow, you can spend health to use a skill. Complete 44 Challenges in total.

You can unlock Perks in Saints Row by completing a certain number of Challenges, which are a variety of optional side objectives you can complete throughout the game. You can view these Challenges in the Missions app of your Phone.

How to Equip Perks

Manage Perks in the Perks App

Saints Row - Manage Perks in the Perks App
To manage and equip your currently unlocked perks, open up your Phone and navigate to the Perks app.

Doing this opens up the Perks menu, which allows you to see each of your unlocked perks, each perk you currently have equipped, and how many Challenges need to be completed to unlock your next perk.

Perks Have Limited Slots and Categories

Perks are split into three unique categories: Minor, Major, and Elite. Each of these categories has a limited number of slots for you to place perks into, and each slot costs a certain amount of money to unlock.

Perk Slot Cost
Minor Perk 2 $10,000
Major Perk 1 $25,000
Major Perk 2 $100,000
Elite Perk $250,000

In total, you can equip up to five perks: two Minor, two Major, and one Elite. Once equipped, each of these perks provide passive bonuses and can be freely switched around any time using the Perks app.
