In the game, this place is an unlockable Criminal Venture where Jack asks you to call out each enemy faction so that he can track and jam their radio towers and prevent their calls for backup.

Like other Venture owners and managers, Jack has no direct role in the Main Story of Saints Row. In the game, his role is to provide you with missions for the KAKTS Radio Criminal Venture.
