A mysterious man going by Doc Ketchum who runs a small island called Boot Hill. He organizes events that criminals from any faction can participate in, livestreaming the gladiator-styled event to the masses.

Backstory

Owner of Boot Hill

There is not much known about Doc Ketchum himself apart from him being the known owner of Boot Hill – a small island that runs gladiatorial style events that pits criminals against each other in a winner-takes-all event. It is unknown when the Doc found the island, and when he established his event.

Story Role

Events for Criminals

Outside of the events of the game, not much is known about Ketchum's role in establishing Boot Hill as a credible name amongst criminals. However, by the time of the game's events, Boot Hill is already a well known establishment/event in the criminal underworld.

The island can be reached by riding a boat with a ticket booth on the dockyard. This boat will take any criminal wishing to participate in the event straight to the island sans their weapons.

Saints Recruitment Drive

During the events of the game, Boss takes it upon themself to head to Boot Hill on their own in order to showcase the potential mayhem and "fun" that anyone joining the Saints can have. Boss will be able to hear Doc Ketchum speak here for the first time, as he narrates an introduction to the event.

Boss – and by extension the player – will be unable to interact with Doc Ketchum directly, nor will any such opportunity arise once Boss has left Boot Hill at the conclusion of the Mission Aggressive Recruiting.
