Drawing Heat Requirements (1st Tier Upgrade)
Complete Aggressive Recruiting mission Place 3 Criminal Ventures in the city

Whenever you have a slot and the money for it go ahead and set up a Venture. The first time you can increase your Empire Tier is with the Drawing Heat mission but one of the requirements is to have 3 Ventures up. Make sure to set up Ventures in order to earn money and meet the requirements for the next Empire Tier.

There are requirements to access the Drawing Heat mission so you will have to finish the Aggressive Recruiting mission and Place 3 Criminal Ventures in the city.

Body of Evidence Requirements (2nd Tier Upgrade)
Place 3 more Criminal Venture in the city Complete 2 more Criminal Venture(s)

The second time you can upgrade your Empire Tier will be with the Body of Evidence mission. As with the previous Tier upgrade, there will be requirements before you can upgrade to the next tier and one of them is to Complete 2 more Criminal Ventures.

Completing criminal ventures are a good way of getting money as well as progressing your requirements for the next Empire Tier.

Once you have met all the requirements, you can select the next mission to upgrade your Empire Tier from the Missions app on your phone. Based on the Saints HQ marker in the Empire Map, there are a total of 5 Empire Tiers.

Benefits of Increasing Empire Tier

Build More Ventures

Each Tier has a limited number of Ventures so increasing your Empire Tier will give you access to more Ventures. There are a total of 14 Ventures and when you first start, you can only set up 3.

Increase Hourly Income

Increased hourly income means being able to purchase more vehicles, perks, and weapons. As you increase your Empire Tier, the cost of putting up a Venture also increases so receiving more money by the hour helps tremendously.

Expand Territory

As you build more Ventures, your territory increases as well. Take control of the city by expanding your Ventures and become the strongest faction in Santo Ileso.

How to Unlock Empire Table

Complete the Networking Mission

The Empire Table will be unlocked after completing the Networking mission. From here, you can begin setting up other Ventures to expand your operations. Your first Venture is JimRob's which unlocks after finishing A Piece of the Action.
